0 Welcome to your new iPad with iTunes while syncing

Everytime I plug my iPad into computer, iTunes says "Welcome to your new iPad". It acts like this is the first time its plugged in. I have to click "continue" button and it runs fine through the sync process.It is quite annoying. If I unplug it and plug it right back in, the same welcome screen will come up again. I think it is because the iPad isn't registered.I do the following steps to fix it:
